In occasione dell’anniversario della ratifica italiana della Convenzione ONU sui Diritti dell’Infanzia e dell’Adolescenza (CRC) le 100 associazioni del Gruppo CRC pubblicano il 12° Rapporto di monitoraggio dell’attuazione della Convenzione ONU sui diritti dell’infanzia e dell’adolescenza (CRC) in Italia e dei suoi Protocolli Opzionali. Il rapporto tiene conto degli eventi intervenuti in questi ultimi due anni che ci hanno posto dinanzi a scenari e difficoltà nuove: la pandemia da COVID-19 prima ed il conflitto in Ucraina poi, hanno avuto ed avranno un impatto enorme sulle generazioni presenti e future. Famiglie, Scuola, Servizi stanno vivendo un affaticamento che mette in luce la necessità di un supporto e di un investimento ormai non più rinviabile. Denatalità, povertà minorile e cambiamenti climatici sono fenomeni che il Gruppo CRC continua a monitorare con crescente preoccupazione alla luce dei dati disponibili che mostrano come le misure sinora adottate non siano sufficienti e non abbiano generato l’impatto sperato. All’inizio di ogni paragrafo è esplicitato il riferimento agli Obiettivi di Sviluppo Sostenibile, al fine di dare una lettura attuale dei diritti dell’infanzia e dell’adolescenza e sottolineare l’inestricabile rapporto tra lo sviluppo inclusivo, equo e sostenibile promosso dall’Agenda 2030 e la realizzazione dei diritti delle persone di minore età. La suddivisione del Rapporto in capitoli, come sempre, rispecchia i raggruppamenti tematici degli articoli della CRC suggerita dal Comitato ONU nelle «Linee Guida per la redazione dei Rapporti Periodici».
On the occasion of the anniversary of Italy's ratification of the UN Convention on the Rights of the Child (CRC), the 100 associations of the CRC Group publish the 12th Monitoring Report on the implementation of the UN Convention on the Rights of the Child (CRC) in Italy and its Optional Protocols. The report takes into account the events of the last two years that have confronted us with new scenarios and difficulties: first the COVID-19 pandemic and then the conflict in Ukraine, have had and will have an enormous impact on present and future generations. Families, Schools, Services are experiencing a fatigue that highlights the need for support and investment that can no longer be postponed. Falling birth rates, child poverty and climate change are phenomena that the CRC Group continues to monitor with growing concern in light of the available data that show that the measures adopted so far are not sufficient and have not generated the desired impact. At the beginning of each paragraph, the reference to the Sustainable Development Goals is explicit, in order to give a current reading of the rights of children and adolescents and underline the inextricable relationship between inclusive, equitable and sustainable development promoted by the 2030 Agenda and the realization of the rights of the child. The division of the Report into chapters, as always, reflects the thematic groupings of the articles of the CRC suggested by the UN Committee in the "Guidelines for the preparation of Periodic Reports".
