I minori stranieri in Italia

I minori stranieri in Italia costituiscono una realtà sempre più importante, dalle caratteristiche molto variegate e composite. Ciò appare evidente - in primo luogo e tra le altre cose - dalle difficoltà nell’utilizzare una terminologia uniforme per tracciare i diversi aspetti di tale realtà. Nonostante l’importanza che il fenomeno dei minori stranieri riveste, in Italia ci sono diverse modalità di rilevazione dei dati sui minori stranieri, mentre non è ancora stata avviata un’azione di sistematizzazione di tali dati. A partire da questa riflessione, nella prima parte del presente Rapporto Save the Children ha effettuato una desk-review per analizzare i principali dati ufficiali disponibili sui minori stranieri in Italia, cercando di fare emergere le aree di sovrapposizione e le incongruenze dei sistemi di rilevazione e registrazione di tali dati. Attraverso una lettura integrata dei dati prodotti dalle diverse fonti identificate, si è cercato di misurare la presenza dei minori stranieri: sia coloro che vivono in famiglia, sia quelli non accompagnati intercettati alla frontiera o sul territorio, tra cui in particolare i minori richiedenti protezione internazionale e vittime di tratta.

Foreign minors in Italy are an increasingly important reality, with very varied and composite characteristics. This is evident - first and foremost - from the difficulties in using uniform terminology to trace the different aspects of this reality. Despite the importance of the phenomenon of foreign minors, in Italy there are different ways of collecting data on foreign minors, while an action to systematize such data has not yet been initiated. Starting from this reflection, in the first part of this Report Save the Children has carried out a desk-review to analyze the main official data available on foreign minors in Italy, trying to bring out the areas of overlap and inconsistencies in the systems for collecting and recording such data. Through an integrated reading of the data produced by the various identified sources, an attempt was made to measure the presence of foreign minors: both those living in families and those unaccompanied intercepted at the border or on the territory, including in particular minors seeking international protection and victims of trafficking.
